Getting a dog license in Shanghai (狗证)

Shanghai requires every dog to be registered — the 养犬登记证. It's a rabies shot, a short application, and a certificate that keeps you legal, protects your dog, and avoids fines. Here's exactly how it works for foreigners.

Why registration matters

  • Legal requirement: owning an unregistered dog in Shanghai can bring fines, and police can impound unregistered animals.
  • Your dog's ID: the license ties to a microchip; if your dog is lost, the chip is how you get them back.
  • Vet & travel: many vets, boarding facilities, and any travel within China need the registration certificate.
  • Insurance & housing: some rental contracts and pet insurance require proof of registration.

The process, step by step

  1. Rabies vaccination + microchip at a designated vet

Any licensed vet clinic gives the rabies shot (annually) and implants the microchip. You receive the vaccination certificate (免疫证明) — keep it. The vet also updates your dog's records in the city system.

  2. Register the dog

Two routes: apply through the Suishouban app (养犬登记) or go to your local police station (派出所) with the vaccination certificate, your passport/residence permit, and proof of address. The police enter the dog into the register.

  3. Get the license (养犬登记证)

You receive the registration certificate — often immediately in person, or within days online. Photograph it and keep a copy in your phone: you should carry it (physically or digitally) when walking the dog.

Foreigners can register

Registration is not restricted to Chinese citizens. Bring your passport, residence permit (or visa + police registration), and the vaccination certificate. A Chinese-speaking friend helps, but district police stations in pet-friendly areas have seen foreign dog owners before.

Cost and renewal

  • Historically, Shanghai charged an annual management fee of ¥600 per dog in the city's key management areas. In recent years, registration has been free — the fee was removed/waived. Confirm the current state when you apply (Suishouban will show any fee before payment).
  • The rabies vaccine itself costs ~¥50-150 at city-designated clinics.
  • Renewal: the rabies shot is annual; the registration may need renewal at the same time (or every few years) depending on the current system — Suishouban will prompt you.

Banned breeds and size limits

  • Shanghai prohibits certain breeds — mostly large guarding/fighting types (e.g. most mastiff-type dogs, some terriers over the size limit) and dogs exceeding the height/length limits set by the city.
  • The ban list and size limits are published by the Shanghai government; ask your vet before choosing a puppy if unsure.
  • Common breeds (Golden Retriever, Labrador, Border Collie, Shetland, etc.) are fine.
  • Dogs in the "key management areas" (city center) are more strictly regulated than outer districts — registering an address in an outer district can ease restrictions.

Walking your dog: the rules

  • Leash required in public at all times; carry the registration (digital copy OK).
  • Clean up after your dog — enforcement exists and neighbors care.
  • Parks: many parks ban dogs entirely; some have designated dog areas. Check each park (see the parks guide).
  • Lifts and compounds: some apartment buildings restrict dogs in elevators at certain times — ask your building management.
  • Aggression: bites involving unregistered dogs escalate penalties massively. Registration + leash = your protection.
